Health Director-General Datuk Dr Noor Hisham Abdullah on Friday (March 27) said the movement control order (MCO) was initially implemented to prepare for a third wave of infections as many Malaysians had planned to travel abroad with their families during the school holidays.

He revealed that one ministry had approved 8,000 leave applications for travel.

With an average family of four, Dr Noor Hisham said this would mean around 32,000 people may get infected and the ministry does not have the capacity to place them in quarantine.
