Thousands of Filipino refugees in Sabah have been crowding the Immigration office in Kota Kinabalu to get their children registered with the IMM13 pass since its application was reopened on Oct 1. The issuance of the IMM13 pass for children of Filipino refugees who fled to Sabah, following the civil war in the Philippines in the late 1960s and 70s, was stopped in 2013 following security concerns. The government decided to reopen the application as a way to solve the state’s stateless and undocumented children woes.
