Proposed House Arrest Bill would affect mostly detainees under remand, says Home Minister

The proposed House Arrest Bill will apply specifically to remand detainees awaiting trial, aimed at addressing prison overcrowding, said Datuk Seri Saifuddin Nasution Ismail.

During his winding-up speech on Budget 2025 in the Dewan Rakyat on Thursday (Nov 7), the Home Minister clarified that those sentenced to death, life imprisonment, or other serious offenses would not qualify for house arrest under the bill.

In response to a question from Ramkarpal Singh (PH-Bukit Gelugor) about whether Section 3 of the Prisons Act would be repealed, Saifuddin noted that current law only recognises handcuffs as a restraint device, excluding monitoring devices from this classification.
